Handicap International
(HI) has launched a three year regional project, “Towards Disability Inclusive
Development through a Strengthened Rehabilitation Sector in South Asia” in 4
countries: Bangladesh, India, Sri Lanka & Afghanistan. The project seeks to
improve the provision of physical rehabilitation services for people living
with disabilities and empower them to participate in development and policy
reform processes.
One gap in the
physical rehabilitation sector is the lack of evidence to support advocacy
actions; comprehensive needs analysis have not been carried out in any of the
countries. This project will carry out an analysis of needs and unmet needs,
with particular focus on human resources and HRH issues (trainings, standards,
accreditation, levels of recognition of professions, rehab human resource
supply, distribution and capacity), and also look at services and
policy/governance. The analysis will be used by HI and its stakeholders
(government ministries, professional associations, DPOs) to develop and
prioritise an action plan to address gaps in the sector.

DESCRIPTION OF THE
ASSIGNMENT
2.1. Overall Objective
of the Assignment. Assist HI to carry out a mapping of three elements of the
physical rehabilitation sector (with focus on human resources, services and
policy/governance).
2.2. Specific
Objectives
(i) develop a
framework of analysis for the physical rehabilitation sector (with particular
focus on human resources, as well as services and policy/governance). This
framework will include a survey (for implementation by HI project teams in 4
countries), proposed sectoral indicators of the rehab sector, a planned
approach for hosting a participative workshop for rehabilitation stakeholders,
(ii) initiate this analysis in four countries in South Asia by facilitating four, 1-day stakeholder workshops in each country (iii) Conduct final compilation, analysis and write up (of survey and stakeholder group findings) into a report. 2.5. Duration Starting date: Aug/Sep 2012 Expected Duration: 30 days [in three parts with time gap in-between to allow collection of survey / questionnaire data]

2.6. Required profile
Degree in occupational therapy/ physiotherapy/
prostheticsØ & Experience in MØ Strong knowledge of
latest issues and trends in physical rehabilitation Ø Experience in
performing sectoral analysis / mapping, situation analysis or sector surveys in
physical rehabilitation or related area Øorthotics or equivalent & Experience
facilitating stakeholder groups, workshops etc.Ø Demonstrated technical expertise regarding
disability, with a focus on functional rehabilitation ØE, sectoral
definition, developing indicators
Previous experience working for Handicap
International Legal requirement: Consultants must be able to prove their legal
